U.S. House passes bill that will make daylight saving time year-round

The U.S. House of Representatives passed a bill Tuesday evening that would have the country adopt daylight saving time year-round.

The bill, the Sunshine Protection Act of 2025, passed 308-117 and will move to the Senate for consideration. It was proposed by Rep. Vern Buchanan, R-Florida, in January 2025, according to previous Star-Telegram reporting.

The Committee on Rules discussed the Sunshine Protection Act on July 13, and moved it up to the House floor for voting.

Congressman Craig Goldman, R-Texas, who represents the 12th congressional district of Texas, said that no one likes having their lives disrupted by daylight saving time, and that experts having been saying for years this negatively affects Americans' health.

“Today, I voted for an overwhelmingly bipartisan bill to support the law that the Texas Legislature passed last session to end daylight saving time,” Goldman said.

Daylight saving time begins on March 8 and moves the clock forward one hour, creating longer evenings and darker mornings.

Another version of this bill passed the Senate in 2022 but stalled in House. In 2025, the Texas state Legislature voted to make daylight saving time permanent if Congress voted to allow it.

Texas is one of 19 states which adopted legislation to make daylight saving time permanent if Congress allows.

Another recent bill proposed by Rep. Pat Harrigan, R-N.C., and Mary Gay Scanlon, D-Pa., is called the Sunshine For Our Kids Protection Act of 2026 and calls for the adoption of permanent standard time “except in states that elect to observe daylight saving time and for other purposes.”

This bill backs scientific evidence showing morning light is better for students because of the body’s internal regulation, according to the American Academy of Sleep Medicine.
