Parr (1-0), who was called up this week from Class AAA, replaced scheduled starter Jo-Jo Reyes, who left the team to attend the birth of his daughter. He teamed with three relievers to give up just five hits and Mike Gonzalez struck out the side in the ninth for his ninth save.
A sacrifice fly by Brian McCann in the third and a fielder's choice grounder by Gregor Blanco in the fourth drove in the two runs. It was Atlanta's second win in seven games.
Washington's Shairon Martis (0-1) also made his major league debut and took the loss, giving up the two runs on four hits with five walks in five innings.
The Nationals had won eight of their previous nine games and had beaten Atlanta in 10 of their last 14 meetings.
This was the first time in seven years that both starters in a game made their big-league debuts.
