OSLO, Norway — Norwegian police arrested three Norwegian citizens related to the detonation of an explosive device outside the U.S. Embassy in Oslo over the weekend.

They are brothers of Iraqi origin who reside in Oslo, prosecutor Christian Hatlo told reporters on Wednesday. One has been arrested on suspicion of placing the bomb, and two are suspected for aiding and abetting, Hatlo said.

Police said on Monday that an improvised explosive device was left at one of the entrances of the embassy early on Sunday, ruling out that a hand grenade was used. The blast caused minor damage but there were no casualties.

A video depicting Iran’s late Ayatollah Ali Khamenei was posted on the Google Maps website at about the same time as the blast outside the diplomatic mission, the police said earlier, adding that it was probing a link between the incidents.

The motive is still being investigated by the police, who have been assisted by the National Criminal Investigation Service, the Police Security Service and the U.S. Embassy. The police have several theories, including whether a state actor might have been involved in planning, given the current security situation and the target, the prosecutor said.

The three men weren’t known to the police previously and further arrests couldn’t be ruled out, Hatlo said.
