Yes these eels do use weak electric pulses, but they're also capable of producing large charges of upto 600 volts in species with enough amperage they can stun or even kill prey and ward off would be predators. They have been known to cause serious injury to humans who were careless.

The large Amazon electric eel is actually an "electric fish" - how does 600 volts sound to you? The Vancouver, BC, aquarium uses them to light up Christmas trees during the holidays. They are not aggressive. You won't want to step on one. Not exactly a low charge.
