Q&A: Cats Digging in Containers
National Gardening Association
Question: How can I keep cats from digging in my flower pots?
Answer: Cats can be real pests digging in flower pots, as can squirrels, chipmunks, and even toads. Here are some things to try: Keep the cat indoors; cover the soil surface with gravel, large mulch chunks, thorny branch trimmings, or chicken wire; or use a repellent spray such as the commercial formulations or a homemade garlic spray. There are also motion-activated water sprinklers available.

I have found that my cats do not like the smell of oranges and lemons so I place the peels on the plants I do not want them to dig in. I also place the old lemons and oranges I do not use. I also have the problem that even though the cats to not dig the pots, the like to sleep on the pots which usually kills the plants due to the enormous amount of heat they get from the sleeping cats.
I have also heard that the cats dislike the smell of vinegar, so you could place some vinegar soaked cotton balls.
I hope these advices help you.
