Ingushetia: 'Fear creates rebellion'
Several members of the human rights group visited Ingushetia recently, the BBC reported. The republic is a majority-Muslim region bordering Chechnya.
Moscow Helsinki Group President Lyudmila Alexeyeva, at a news conference in Moscow, said that government actions show no respect for the rule of law.
"In Ingushetia, they arrive at people's homes, some are taken away, others are killed right away, there is torture," she said. "These actions by the authorities can never be justified in the name of fighting terrorism."
Valery Borshchev, a member of the group, said part of the population is responding by taking up arms.
"Fear creates rebellion, the federal government takes responsibility for that," Borshchev said.
Magomed Yevloyev, a journalist and human rights activist, was shot at the airport in Ingushetia this summer after arriving from Moscow. Authorities there described his death as an accident.
